After being recognized as a model city in outsourcing this February, Guangzhou has continued the project of formulating a five-year |

plan for outsourcing. Officials of the Bureau of Foreign Trade and Economic Cooperation of the Guangzhou Municipality said, on March 8th, that the goal of the plan for offshore outsourcing will bring in over RMB 10 billion by 2103 as well as tens of billions for manufacturers in the Pearl River Delta.
So far, 75 Guangzhou-based businesses have been registered as participants in the outsourcing management system operated by the Ministry of Commerce of the PRC. In 2008, 75 businesses registered signed contracts for offshore outsourcing valued at USD 443 million with contracts of USD 171 million to be honored within the year, ranking seventh in all the 20 state-level model cities.
In 2008, ecologically responsible outsourcing programs that do neither consume land resources nor cause pollution, brought in tax revenues of more than RMB 100 million. According to the five-year plan, eight major outsourcing zones, of which two will be jointly operated by Guangzhou and Hong Kong, are to built by 2013. Additionally, the number of certified outsourcing businesses will exceed 300 in total.
In addition to favorable policies promised by the central government, RMB 20 million will be allocated by the Guangzhou Municipality for training personnel, promotion of outsourcing around the world and establishment of public information systems. Moreover, outsourcing enterprises shall be awarded contracts according to their performance related to construction of outsourcing zones and business development.

"Guangzhou Service", and the information service, the service outsourcing and creativity industry are being laid out rapidly in Guangzhou.
Guangzhou's first industrial park, dedicated to accept the European IT service outsourcing orders, is expected to start operation early next year. According to Mr. Thomas Wolf, President of the German TWO Group, the service outsourcing center could offer job opportunities to 10,000 college students in the future, whose output value will exceed RMB 1.3 billion.
Guangzhou's first European IT service outsourcing center was developed by the German TWO Group, who have engaged in the construction sector for 25 years. The Center is located in the Guangzhou Science City, covering an area of about 18,000 square meters, and can house 5,000 employees on completion.
"We aim to create China's largest European service outsourcing center", said Mr. Wolf. It is estimated that the Center will absorb over 2,000 graduates, and more, with university degrees next year.
Guangzhou's IT talent will play a more important role in the above-said center. The European IT Service Outsourcing Center will absorb local graduates in the future. For the long run, combined with the development of other businesses of the city, the Center will absorb 10,000 university graduates and have an output value of RMB 1.35 billion, 50 times higher than now.

60% Of the 91 enterprises at home and abroad that have signed will set their subsidiary companies or offices in the newly-built Innovation Building, Originality Building and CBD in Guangzhou Science City this year.
On that day, eight national industry bases, including an outsourcing service base, began operation. So far, Guangzhou Science City has attracted so many projects that one is being launched every several days.

The first 30 enterprises or organizations engaged in electronic information, software outsourcing, financing, logistics, bio-medicines,

environmental protection, new materials, industrial design and comics & animation settled down in the Innovation Building (Chuang Xin Da Sha), the Originality Building (Chuang Yi Da Sha) and the CBD located in Guangzhou's Science City on July 4th, the day when the three facilities went into service. So far, 91 enterprises have signed on to set their offices there.
The three facilities covering 435.6 thousand square meters would play an important role in the development of Hi-tech and modern service industries. In addition, they would improve the support service facilities in Guangzhou Science City.
The 91 enterprises that would settle down include the operations headquarters of Alibaba (an electronic commerce giant in China) in south China, headquarters of Bao Steel Group (a large state-run enterprise) in south China, the Guangzhou International Data Security Solution Center launched by Bolong Data Resources Co., Ltd - a strategic partner of Intel and well as many enterprises engaged in Hi-tech and modern service industries.
Meanwhile, eight state industry bases concerning IT, outsourcing and bio-pharmacuticals as well as China's only industrial park of harmonious labor relationships came into operation.
Phase II of the Guangzhou Science City would be an important part of the Decisions on Pushing forward Scientific Development and Urban Management recently approved at the fifth session of the ninth Standing Committee of the Guangzhou Municipal Committee of the CPC that concluded recently. Therefore, Guangzhou would make great efforts to build it into a science park boasting scientific management, good environment, sound support facilities and clusters of R&D institutions.
